If you want to disable comments, go to:

Settings > Discussion > uncheck Allow people to post comments on new articles.

However, this will disable comment only for our new posts and pages.
If you want to disable comments on your pages and posts that are already published, go to Pages or Posts > Quick Edit > uncheck Allow Comments
